If you only ever build reports for yourself and never need to share them, you may not need Pro. If you need to share with colleagues, Pro is required.
Generally, no. The standard sharing model requires both the report creator and the report viewer to have a Power BI Pro licence. The exception is when content is published to a workspace backed by Premium capacity, which allows free users to view content.
